Good morning! I would like to clarify inquiries regarding travel clearance. My niece who is 17 years old and currently holds an Alien card (Japan) and a Philippine passport would like to come and visit Philippines on Aug 16, 2017 and go back to Japan by Sept. 5, 2017. But on her travel back to Japan, she is of legal age already because she will turn 18 years old by August 31, 2017. We are afraid that the immigration might hold her if she will not secure a travel clearance with her since she is a minor as she goes in the Philippines.

1) She is a Filipino and will be travelling in the Philippines at 17 years old. The downloadable form we've seen in your page is TRAVEL CLEARANCE FOR FOREIGN MINORS TRAVELLING TO PHILIPPINES. She is not a foreigner to her own country because she is a pure Filipino.

2) Upon researching and contacting travel agencies that will probably secure her ticket, we have known that if she is 17 years old already, she will not secure a travel clearance because 16 years old is the considered legal age in Japan therefore she can travel alone without any travel clearances.

Please give us further conclusions to this matter. We wanted to know if she needs the form similar to the requirements needed for FOREIGN MINORS TRAVELLING TO PHILIPPINES. Next is if she still need to secure a travel clearance because it is said that at her age which is 17 years old, she is of legal age already.

She had gone to Roppongi to visit the philippine embassy. And the embassy gave her forms such as SINUMPAANG SALAYSAY (Affidavit of consent) and POWER OF ATTORNEY at SINUMPAANG SALAYSAY NG SALAYSAY NG PAHINTULOT, GARANTIYA AT PANANAGUTAN. But the people in there seems so busy that they cannot entertain her queries. Please email back. Thank you.

liwanagin natin. Filipina sya, 17 yrs old, galing ng japan at  papasok sa pinas at 18 yrs old na sya paglabas nya uli pabalik sa japan.meron syang resident card sa japan.

kung tama yan, hindi na kailangan ng DSWD travel permit for minors dahil...

1. 18 na sya paglabas nya ulit sa pinas.hindi na sya minor ayon sa philippine law.
2. meron syang resident permit na magpapatunay na residente sya abroad.

Yes ganun na nga. 5 years na siya sa Japan and meron na siyang alien  ard doon pero hindi pa siya permanent resident. Yet, dun siya nakatira and nag-aaral as of now. Gsto nya umuwi mag-isa dahil matagal na nung huling uwi niya. Walang problema pagbalik ng japan dabil 18 na siya. Pero worried kmi na maharang sya ng immmigration dahil 17 palang siya pag pauwi sjya ng pinas. Binigyan siya ng forms as stated above ng embassy sa roponggi. Kaso ayaw siya ientertain dun at parang ang susungit pa daw ng mga pilipino. Pls help po

walang law na pumipigil sa isang filipino  na pumasok ng legal sa pilipinas.kaya walang problema kahit 17 lang sya.
