Sa mga papasok pa lang here in Japan, kindly read this. According to this Memorandum from Ministry of Justice of Japan, magdadagdag sila ng mga airport kung saan sila pwedeng mag-issue or magbigay ng RESIDENCE CARD (RC) sa mga pumapasok ng Japan.

As of now, 4 na airport pa lang kung saan sila nag-iissue ng RC namely, Narita, Haneda, Chuubu at Kansai airport. Subalit starting June 15, 2015, idadagdag nila ang ShinChitose airport, Hiroshima airport at Fukuoka airport.

By the way, ang RC ay ibinibigay lang nila sa mga papasok here in Japan at mag-stay in long term basis (more than 3 months). Kung tourist visa ka lang or family visit visa at ang stay mo is 3 months (90 days) below, di ka na nila bibigyan ng RC.
